OUTsurance trying to get OUT of having to pay

Mr A drives into and damages Mr P's gate
P claims costs to repair from A
A is insured with OUTSURANCE and hands the claim to OUTSURANCE
Nothing happens
P contacts Outsurance and Outsurance requests quotes and a list of other details from P
P submits all documents as requested by OUTSURANCE [reference claim number 100839270]
No settlement agreement and no payment received from Outsurance
P follows up, also through P's representative, altogether over a period of two months since 28/8/2013
On 17/10/2013 Pat Mmope of Outsurance says agreement of loss [aol] will be sent to P and payment will follow on receipt of the signed aol
Pat is warned that if this is not received matter will be reported to Hello Peter
Pat [OUTSURANCE employee] yawns over phone says: "OK" in a "whatever" kind of attitude
No aol is received from Outsurance
On 23/10/2013 message left for Pat to call P's representative
No return call received
Clear that Outsurance is deliberately avoiding settlement on behalf of their insured because there is no explanation for the continued delay. It is as if they aim at tiring the claimant out hoping that the claim will eventually be given up and that it will go away.
