Doing what insurance does best, refuse to pay up

My car was whilst insured with Outsurance, this happened in July 2013, after some feeble excuse as to why i will not be paid out i requested to escalate the matter and i still have no feedback regarding my escalation about my claim. to top it off they asked me to de-register the car, came to pick up my car keys and original documentation for de-registering the car, they then said they will return those whilst the matter is being escalated its been almost two months and i still don't have my car keys and documents back. i had requested for call records and an official document telling me why my claim would not be paid out so i can escalate the matter further and i still have none of that, this was promised to be sent to me end July. I'm the one who calls them to find out what is going on and its always someone who didn't do this or that, I've asked to be called back at my nominated convenient hours and that doesn't happen. i have provided my work address for my documentation and car keys and no deliveries have been done, so another insurance story about promising the world and when you need them the most they vanish! they are exactly like the rest!
