CANT PAY MY BOND

I have a credit card that at the time of the limit decrease was not in arrears, i paid money into my account and went inthis morning to transfer this to my bond and its GONE, they tell me they have checked my ITC record and because i have missed payments with other providers that they have taken the limit down from about 17500.00 to just over 10K. How the helll do i pay my bond and put food on the table for the rest of the month. they tell me its a system and that there is nothing i can do about it. Every one you try and get hold of is in a meeting. I need to pay my bond put food on the table and put petrol in my car for the rest of the month, i asked for a directors name that i could speak to but its a state secret. they tell me they will check with the department that does the sms to inform clients of this why i did not get an sms that does not help me. This in unacceptable i will go to the cpa, ncr, the credit om-buts man.
