Unpaid Debit Orde

In July 2012, I opened a Standard Acc, and they promised to move all my debit order, I had a debit order with Telkom and I called Telkom to confirm if my debit order was moved and they confirmed it was not moved. I called Megan Fortuin who was assisting me with my account she told me they Std Bank was going to do an express transfer. I also decided to deposit money day before. No express transfer was done by Std Bank. I had to sit with unpaid debits until August and again in August some of the debit were still not moved. I was charged penalties by Nedbank for unpaid debits. My question is who must pay for those penalties? I've been to Standard Bank and I spoke to Nonkululeko Marambambana who promised to pay but I have contacted her again this year and she does not respond to my emails. Even to day, I regret opening Standard Bank Account because now I owe Nedbank and I have made an arrangement to settle my balance with the Nedbank.
