Four year delay!!!

My dad received a letter stating he had a surplus apportionment due to him. He filled in the forms and everytime he had to submit the same forms. After a short illness he passed on and my mom was advised to reapply as she was the beneficiary. The same story was to follow with forms"going missing". It was a nightmare with waiting in ques and on two occassions was told that my dad does not qualify. After countless calls to the delayed callcentre she was told that indeed he does qualify and we had to bring in forms again! My mom also passed on and my sister and i had to apply... AGAIN!!! During the two years again the my dad does not qualify popped up again until we finally got told that all our paperwork was in order and that we have to wait for a benefit statement as they outsource a company that does their calculations. Almost two years later and NO benefit statement just a costly monthly futile excercise to their callcentre just to hear they had a backlog and we must just call monthly to find out if there was a statement ready. Are they waiting for us to die too in order to not payout?!
