Outsurance false advertising

A truck turned in front off me in February this year! I tried to avoid the accident and couldn't do much with pavement on the righhand side! The first thing the driver said was I need two lanes to turn so he turned from a no turn lane! Since February I have been battling to get this claim sorted out! Outsurance had been dragging a long with all sorts of excuses and! One of the was I drove into the back of the truck and that's why they not going to pay, this was the stories before I even went to the assesor! Then the story was that they will only pay out 70% or 60% of the claim because their client also claimed! When I spoke to their client and asked him what is happening he assusred me he never claimed! When I contacted Outsurance again the story changed again! Now the latest is they not paying out because there is a issue between the client and Outsurance and in the meantime I can't get my car fixed because they are still waiting for the client to pay the excess! I just don't know anymore because it seems like Outsurance like to tell and all I want is my car fixed! everytime I would send an email Outsurance will phone and not reply via email. why???
