Internet - card replacement-unecessary info

Had to cancel my card due to a internet. On my card request I waited two weeks, then I was notified that it had arrived. After, I went to the bank it hadn't actually arrived. Today, I go back to get it and they ask me for a proof of address in order to be able to get the new card. I had ID and my credit card that the account had been shifted to and the pin codes. Serious waste of time if you ask me and the attendant at the desk was not willing to help or understand the situation.
