Essentially, I have a been using Paypal for the last 15 years, My Mom has always used mine when needed. Now she want to open a a local Paypal account to receive money, and the agent/s she has dealt with are "Selling" her every account know to mankind. Here are the facts as I know them. You DON'T need a FNB account to receive funds this can be paid into any South African bank account, if you have registered and signed up to the service via FNB's website. You DON'T need a FNB credit card to pay for purchases via Paypal, why Because I use my ABSA Credit card and have done so for 15 years on this. Now in My opinion my Mom has a FNB cheque and credit card she doesn't need and you will gladly be charging her, as a pensioner the fees for which your sales agent deems she needs. STOP getting your agents to sell products my Mom doesn't need and get her a Paypal account and get them to give the correct advice for using Paypal as a NON fnb customer.
