Charge for new card

About a month ago i received a sms from FNB stating that i must go to the bank and get a new "chip" card. so i went to the bank. they said i must wait 3 weeks for a new card because my name will be imprinted. on 30/04/2013 i went back and now there is a different story, they say i will get a card then but not with my name on because mine is a savings account.

So the problem i have is that they charged me R68 for a new card that they said that my old card will be replaced by a new chip card. Why must i pay. The teller also said that it would be reversed but nothing yet.

I WANT MY R68 BACK!!! A.S.A.P.
