Account settled I want to upgrade

There was a time when my Debit Order was returned as MTN for some reason didn't take it off correctly. I started to make cash payments and my account was handed over to Legal. After this I made numerous phone calls to get my account up to date and more then 20 e-mails was send to MTN Legal (With No responce). I finally by some miracle managed to settle the balance (Mannaged to get hold of MTN Legal To enquire what my balance is) after my contract ended. One week after I settled my balance I wanted to upgrade and the gentleman inside the store (Heidelberg, Gauteng, Oasis, Centre) informed me that my account is still with Legal. He contacted MTN LEGAL and they should have sent me a reactivation Letter to upgrade, as he has explained to me. He also mentioned I will be waiting 14 working days for this letter. (NO RESPONCE). When I then contacted Legal again they activated the line which I am not using and said I am going to be reviewed. I DO NOT WAT TO CONTINUE WITH THE OLD CONTRACT I WANT TO UPGRADE. AND THIS IS NOT LEDGABLE AS MY CONTRACT ENDED. THIS NEED TO BE FIXED AS SOON AS POSSIBLE OR I AM CHANGING MY SERVISE PROVIDER ELSEWERE.
