Please answer my E-mails

I sent Innovation Group an E-mail enquiring about the progress of processing an Eskom rebate, for which I paid them an administrative fee. The fee also included that they would manage all queries and problems regarding installation of a Solar geyser. If they do not respond to my E-mails, how can I trust them when i require them to do the administrative tasks I paid them for? I want them to either refund all my money or start doing what they were paid for, and at least have the common courtesy to respond to an E-mail. I also asked them numerous times to communicate by e-mail, but if they do bother to respond (before they had their money!), they always ignored my request and I received a call from a person barely able to conduct a proper telephone conversation.
