Reversal of banking fees

Ive got a student cheque account. Absa informed me by sms that I must submit new proof of registration no later then 28.02.2014. However, They changed the management fee September 2013, 6 months premature. I submitted the new proof 23.01.2014.On 24.01.2013 I went to the branch to have the funds reversed and was assured it would be done by Monday 27.01.2013 by Juanita Barnard. On 28.01.2014 I returned and was told the banch manager hasnt signed off but it would be done the next day. On 29.01.2014, I was cc'd in an email from a branch Consultant (Rachel de Klerk) to ABSA JHB inquiring about the date ABSA sent me the sms for proof of registration. I replied to the consultant but havent received a reply.

I cannot see how a simple reversal can take week. Im a student, I need my money back, I have no use for promises that fail to materialize.
