Missed flight due to airport ineffeciencies

My Mother was booked on flight SA082 on the 14th April, due to depart 9:55. Boarding time 8:55. We managed to arrive at the airport at about 7:50, where she proceeded to check in without further delay. She then proceeded to the boarding gates at 8:44, using the diplomats entrance whicg she has a diplomatic passport. Upon her arrival she was redirected to the normal queue, which at this stage was extremely long. As a result she arrived at gate A26, she found that the last shuttle had left to the aircraft. As a result she missed her flight, with the next available flight being 18th April. It is clear that the missed flight was the fault of ACSA and not the passenger. She was therefore livid when told she will incur a penalty for the missed flight. I find this absolutely unfair and expect ACSA to bear the loss, not my mother. I hope that ACSA will do the right thing and ensure that no penalty is liable to my mothe
