Check In Counter wasting time

My wife & I were booked on Mn494 for 12:15 departure on 6 May from CT International to Lanseria. We had checked in online the previous night so we only had to check in our luggage & pick up our boarding passes at the Fast Drop counter.

Upon arrival, 09:30 at the fast drop counter, we were 2nd in the queue. After a few minutes wait we proceeded to the next available attendant whereupon we were told that we could only check in our luggage 2 hours prior to our departure but we could be issued with our boarding passes immediately, so we asked for our boarding passes first.By the time we left the counter there were about 30 people queuing behind us, we went back to the end of the queue & waited till it was or turn again.

When we were at the front again, it was 09:50 & we were attended to by the same person who now accepted our luggage, telling us that we had to take our luggage to the oversized counter. My question is this, why couldn't she have just processed all this the first time, about 15 mins earlier, was this exercise just to mess us around?
