Paying more for slower internet

My internet speed is extremely slow. I am on a 2mb line but my speed is not even at 1mb/s. i have phoned Telkom over and over, i have replaced my modem as well. I am paying for 2mg yet i do not receive that speed, essentially Telkom is cheating me. When i phone telkom, they tell me that they will send out technicians, for some or the other reason, i am still waiting for them to come out. When i ask to speak to the supervisor, the response i get is that "the supervisor is not in". i have asked numerous times to speak to the supervisor and each time i get the same response. That is poor customer service.
