CEL C REFUSES TO CANCEL UNOTHORISED CONTRACT

IN 21/07/2012 I APPLIED FOR THE CEL C CONTRACT. AFTER FILLING IN THE FORMS I WAS TOLD THAT IT MIGHT TAKE UP TO 30 MINUTES FOR THE APPROVAL. I SHOPPED AROUND THE MALL AND FOUND THE SIMILAR PHONE AT 8TA MUCH CHEAPER. I WENT BACK TO CELL C WITHIN 10 MINUTES TO STOP THE CONTRACT. I SIGNED THE CANCELLATION FORM. IT HAS NOW BEEN 10 MONTHS THAT I HAVE STOPPED THE CONTRACT BUT CEL C CONTINUE TO DEBIT MY ACCOUNT EVEN THOUGH IN THOSE 10 MONTHS I NEVER RECEIVED THE PHONE, THERE HAS NOT BEEN ANY INCOMING OR OUTGOING CALLS BUT THE NUMBER REMAIN ACTIVE. I REPORTED THE PROBLEM BOTH THROUGH THE CUSTOMER CARE LINE AND IN THE STORE 0N 18/03/2013. I WAS TOLD THAT I WILL GET THE CALL IN 72 HOURS. ON 06/04/2013 I WENT TO THE STORE AND JENNIFER MOJEWANE SAID THERE IS NOTHING SHE CAN DO I MUST JUST GO HOME AND CALL THE CUSTOMER LINE. I HAVE BEEN TRYING SINCE BUT CANNOT GET THROUGH. THE LINE KEEPS SAYING IT IS EXPERIENCING HIGH CALL VOLUME AND IF I AM NOT ABLE TO WAIT I MUST EMAIL THEM. I HAVE EMAILED ON 28/03/2013 BUT STILL NO REPLY. I DONT KNOW WHAT ELSE TO DO CEL C KEEP DEBITING ME AND I AM NOT HAVING A PHONE NOR RECEIVING THE DATA BUNDLES AND AIRTIME THAT COMES AS THE CONTRACT PACKAGE.
