ITC - NOT EVEN MY FAULT!!

After my previous complaint I received a call from Cell C. I was charged for NOT receiving my handset. I paid for the airtime used in September 2012 and received confirmation of the settlement which was R112.00. On 22 February 2013 I noticed that I am on ITC because of Cell C. I called the call centre and was told I have to wait 7 to 14 days for clearance from the date of my call although I settled the account 5 months ago. Cell C has caused me an embarrassment and inconvenience that was uncalled for as I needed a student loan and was declined.
