Faulty line not fixed after a week

Line was down for upgrades from 31 - 02 feb, phoned on the 2nd to ask why my line is still down, guy said that there must be something wrong with my line, I asked if the upgrade is finished got a confirmed YES, line is still down since the 02 Feb, I'm getting billed exactly the same as last month, even if my line was down since then and I downgraded in the beginning of the month to a 2mb line. I asked to speak to a supervisor and he dropped the phone in my ear, what a good service that turned badly so fast. How long more should I be without internet, my online studies needs to be done at the same time I'm a competitive DGL player. The way I'm feeling due to the poor service I don't even feel like paying for something I can't use. And I'm getting over billed at the same time. Poor service and incompetent operators not knowing what's going on in their own job environment, with a supervisor that doesn't even bother speaking to a client
