ADSL quality poor service

I recently switched over to Telkom because it looked like their service improved quite a lot. I was very happy with the speed and efficiency my details and line was transferred from MWEB over to Telkom.

But since then I have never had a good internet connection. I opted to take the 2mbps line (4Mb line best effort) Uncapped. This option is only available as shaped internet.
I have internet primarily to brows when Im home from work and to play the odd game online at night or over the weekend.
But I have not been able to successfully brows, not to mention use streaming (Youtube and the like) and not even close do I have the bandwidth supply for games.

According to [URL Removed] Im supposed to get roughly 2.5-3.5Mbps download speed. I test this every day and have very rarely gone above 0.7Mbs. with odd times where I get to 1.5Mbps.

This effectively means Im paying for a service I do not receive, resulting in breach of contract? Who can ensure I get the problem solved please? This is.
