I want to upgrade TODAY

HI

I am still waiting for feedback, a call centre agent advised yesterday that I would have my answer this morning and I am STILL waiting for the call, I want to Upgrdae my phone TODAY please, how can you say I qualify for a early upgrade if all is captured then all of a sudden I am not able to upgrade??? why get a client all excited and then you BAM kill the excitement, if it means I qualify for an early upgrade it means that I can upgrade, if you don't completelt qualify why say that I do??? That is un professional?? I might aswell say yes you do qualify for a House and when you have the paperwork to sign on the dotted line I tell you sorry on second thoughts you don't qualify anymore... is that the Right thing to do???
Account debited in Janaury 2014 with R270.00 after it was paid in December (22) with R350 for both lines so according to me the debit that should have gone off on 16 Jan must have been R200 but I got over debited with R70
My account is up to date (paid R350 in December for BOTH lines)
My account was paid every month (Paid cash every month because YOU cannot assist me in taking a debit

I WANT AN ANSWER TODAY!!! AND MY UPGRADE!!!
