Upgrade on Data

On 19 January 2014 I went to Autopage to upgrade on my data from 1G to 2G as I saw that I am running out of data. My data is finished and I must pay the out of bundle rate for usage now. This morning I called and asked why the data is not activated yet. Guess what, mistake on Autopage side, they did not activate and it will from now take 2 - 24 hours before they will activate. Who is now responsible for the usage of that out of bundle data?
