Over billing of my account for close to a yea

Hi,
I have had a contract with Cell C from February 2013.
They approached me via phone for a galaxy pocket for R100 P/M, and it included 100MB, 100 minutes and 100 SMS.
I was told my first debit will be a bit high and I didn't mind because I have another contract with MTN and I was familiar with that process.
My problem began when the bill kept exceeding R100 every month, I kept pay around R250 then it went up to R419. I have been calling them since March last year about this issue and they kept on telling me I was on an open line, then I told them to CAP my line so that when my 100 minutes and 100MB have depleted, the phone should stop incurring charges and I should recharge or wait for the next month.
I have been calling over and over for the last year and nothing has changed, till I have decided to stop paying from last November.
Please help me or advise me on a way forward because I feel I was to and mislead, ever since I have had this contract I have never paid the R100 and now I feel like the best way forward may be to cancel it and I feel they must remunerate me for all those over charges. I was ok with paying at list R200 but now it's just too much. PLEASE HELP!
