ADSL downgraded

I've had a Telkom ADSL line and data account for over a year, syncing at 10mb. Lately after checking the synced speed I've noticed that it's syncing at 4mb, and even after resetting my modem it would stay at that maximum synch speed. I've phoned Telkom then they reset the Dslam and then it syncs at 10mb again for a couple of weeks, today when phoning Telkom suddenly claims that my area only supports 4mb, this after running at 10mb for over a year.
Strange coincidence that this only happened after switching to Mweb as my internet service provider. So now I have to downgrade my data side speed from Mweb to match this new maximum ADSL line speed from Telkom. After already wasting money on a higher speed account at Mweb and now suddenly being limited by Telkom.
Who will reimburse me for money wasted?
Poor service from Telkom and even less technical knowledge from their support personnel makes dealing with Telkom a joke.
