10 weeks with slow ADSL and no response

How can Telkom charge us for a full service if we get only a 1/3 of what we pay for. I have a 4mb ADSL line which worked fine for a few months than it got slower and slower by the day. When i run a speedtest on my line i get about 20kb/s download and about 41kb/s upload. My line Sync at 4mb no problem there. I launched a complained the first time i phoned in they said they are busy upgrading the exhange the second time i phoned in the lady told me there is a problem but she cant see anything about exchange being upgraded. Last week i phoned in again and a lady told me she will send a mail about the matter due to the fact that its being going on for 9 weeks and nothing have been done yet and somebody will contact me. Its a week later and i did not get a phone call sms nothing from telkom. I also tried to speak to a manager there with no luck at all. Im in the process with to luanch a complaint at ICASA maybe that will work.
