Incorrect billing and bad service

I had reached my limit on my cellphone around June, and when the phone was blocked I made a manual payment of 1400 which was what was owing. The line was then unblocked but the 1400 debited again at the end of the month. I called the call centre, they said it was an error, and I can reverse it at my bank. They continue to debit that amount everymonth thereafter. I went to headoffice in Umhlanga and presented a man called Eugene with all my bank statements and he agreed that it was an error and he would request a recon to do be done. I left and a few days later after hearing nothing, I text Eugene to follow up and he said they had not done the recon as yet, and maybe I should just pay the money. Now cellc has sent an sms to say they have handed the matter to a credit bureau. If this was not an error I would have no problem paying the money.
