RICA pre-registrants pollute process

Hello there,

I purchased a HelloMobile SIM pack at a shop with the following identifiable dаta:

Serial No: 311108353031
(ICCID) 8927074311108353031

The HelloMobile pack is a mobile service powered by Cell C that allows cheap international calls by some other carrier (s). Looking at website [URL Removed] it's easy to get confused about who does what.

I RICAd the above at Nashua Braamfontein on 26-Oct-13 with my ZA ID No. and all seemed smooth, but after 24 hours I kept getting the error "SIM card registration failed". Upon calling Cell C, I found that the pack is pre-RICAd to someone else on a passport No.

Now, I'm not going to have a pre-RiCAd mobile service. Period. In fact, pre-registrants should be banned by all networks --please take note of that fact.

@HelloMobile: please provide me with a pack that's NOT pre-RICAd.
