Waiting on my phone to be delivered since 27th Sep

I am waiting on my ph to be delivered since the 27th Sep, they told me it will take 7-10 working days and its more than 3 weeks later. Whenever i call in to the call centre, they tell me the parcel is with the couriers, when i call the courier they say they dont have the parcel as yet and still waiting on Virgin mobile to deliver the parcel, so whose lying? why does it take so long to deliver a ph? You can never speak to a manager and the consultants are so rude and un professional, hang up on a person.. Unacceptable.. Everyday they take your details and will get back to you, but no one ever does? what is happening there? I need to know if someone will get back to me now and give me answers as in how long should i still wait. the 16th Oct they told me they will mark it high priority but up until today, a week later no response or anything!!! Very angry and dissapointed customer, friday my 1st payment is due, and im sure they will be very eager to debit there installment...
