Why should I do your job?

I accepted a landline installation over the phone and I was told to go and pay. I went to Rosebank and I was told they could not trace my reference #, the teller offered to phone that department but I did not have time so I left. On 12.10.2013 I went to Festival Mall in Kempton Park where I was told to fill in a new application, which I did and because I didn't have my ID document, I had to go back the next day. The teller told me that she cannot pick up my residential complex on her system and that she wasnt sure if my complex had Telkom lines so I must find out if there are people with Telkom Landlines in our complex, get their numbers so that she can see what my complex is saved as in their system. This is the sms confirming my offer from Telkom; "Ref : 457268 - 2013/09/27 Congratulations, Thank You for purchasing the Closer Package from Telkom SA..." 1. Why did someone phone and offer me the contract if they were not going to deliver and why was I not made aware if it is not going to be done? 2. Why should I have to do investigations (why should I bother my neighbours and ask for their landline numbers?) If Telkom is the one offering me a service and not the other way around?
