Axxess over selling themself, customer suffering

Interesting story, 2 days into the month and my account is managed with a total usage of 2.5 GB - that is on a 10meg uncapped line.
Say you transfer at 500kB/s - that is 83 minutes and you at 2.5gb :-o
Sound like a ripoff buying a 10meg line and uncapped account.

But it gets better - upon questioning this I was told that it is due to last months transfers - also not that huge - that affects it.
So I then ask if it would be better to cancel each month and start a new account - and the answer was yes, there is lots of customers that do that :-o
I cannot believe this - that is just shocking.

There is no explanation as to when an account gets managed - that is controlled by a black box that nobody knows how it works, but is gets calculated automatically, based on current network load.

Then the next question was that is it possible that they are over selling themselves and now the customers is suffering due to network being over loaded due to over selling - so I am paying for something that I cannot even come close to utilizing even 10%.
He said that they are running at high capacity and in the process of sourcing more band width - so that sounds like a definitive YES to me ;-)
