Line not active for a month - Sim Swap

I lost my fone in December 2012 and I received a replacement phone from Cell C Insurance on the 18 January 2013. I have been calling Cell C to do sim swap and to activate the line since then. I went to Cell C branch and they refuse to do a sim swap as they say I need to dial 084140. I called both 084140 & 084145 and in all cases been told that they will activate my line and also do a sim swap. It takes /-30minutes before you could be attended by the consultants and yet adter going thru you still dont receive service. The debit went through again this month but i still cant use my phone!!!
