8ta dont take their money and I get penalized fo

I'm really disappointed in my network provider and regret that I extended my contract with them. We have a debit order date but they don't stick to it. When there is money available in my account for them to subtract their full amount, they only take half of it. Now I'm getting sms threatening that they are going to terminate my service, which they cant do because I cant use the phone because of this on-going issue. My phone's been blocked for the past two months or more because of them. I don't get my statements regularly and when I do get them, they shows that my account is paid in full. So their statements are showing my payment went through and when I receive the next statement, it shows I'm in arrears and this is all because they don't stick to our agreement. Now I'm being penalized for this and I still can't use the phone.
