Pricing not in accordance with advertisement

I received an MMS message from Vodacom at 10:53 today (14/06/2013) advertising reduced data rates on prepaid data bundles. It is about time the prepaid bundle prices are reduced (when compared to the contracted bundle rates). Upon further inspection of the Vodacom website I found that the promotion is said to be from 27 March 2013 to 6 July 2013. The terms and conditions indicates that the promotion is valid to all prepaid customers, but on the very next point it excludes top up customers. That does not make sense to me as a top up customer is credited with an amount paid for at the beginning of each month just like buying airtime on prepaid vouchers. In addition, why send out the advertisement to me if I don't qualify for it in the first place. I had to really dig into the terms and conditions to understand why the prices of data available when dialing *111# is not in accordance with the advertisement. Please don't advertise information that is misleading!!
