Sim for iPad suspended

Hi, my Sim for my iPad was suspended due to the fact I put no airtime on it but I do put data on it.

I called the call center and they said my sim is not a data sim and that it would need to be changed to a data sim for it to not be suspended.

Since the phone call my sim is still not active. How can this take so long!!!
