Bad service and customer care at call cente

In December 31, 2013 I called Telkom call centre and asked where was my accounts? I also made arrangements that my accounts be emailed to me every month as I was not receiving my mail fast enough.
January my accounts were cut as I had so called not paid my bill which was only due on 25th January 2013. I also found out that my request for accounts to be emailed was not done and I was not advised that a R70 carry over that I had requested in December to January accounts was not done. The call centre operator told me I needed reference numbers from December which was not given to me and when I asked the lady for a ref number she refused to help and SLAMED THE PHONE DOWN.
I am now looking at a R200 reconnection fee which should not happen due to incompetence on the call centre side as arrangements had been made.
