Please fix the exchange

For the past week or so from about 6pm - 9pm I start getting terrible latency, where I should be getting about 30ms I am getting 500ms and this causes a massive issue. I've contacted my ISP and did a traceroute which indicated a congested exchange, I logged a fault with telkom and got a message saying the fault was resolved which it was not as I'm still having the same issue.
