VA must refund me for bike

I have responded to VA. I have submitted a copy of the receipt for my bike to their Head Office and I am trusting that they will refund me as the bike was locked with a secure cable (key not combination), in a designated bike area within a secure enclosed parking lot supposedly covered by CCTV cameras (one of which doesn't work) and with a security guard present. I feel they are responsible for the as there are no signs warning cyclists to lock their bikes in the designated bike area at their own risk. One pays enough Gym membership fees every month to expect security of one's possessions while gyming.
