Management services not following procedure

I had friends over at my flat, we were sitting in the garden drinking and chatting, the complex security came over to inform us that the music was to loud. I obeyed their instruction by lowering the music and they were happy and left. They return and said now our voices were too loud, and asked us to go indoors, we agreed and followed suit. After two hours at about 12 o clock they went to my electricity meter box and turn of my power. This was extremely embarassing as my visitors had to leave. I do not understand why did they not follow the management procedure. This incident happened at unit 192 no 21 Zambezi estate montana park. The security officers name is John.
