Battle to get deposit back

Had a rental agreement that expired end December 2012. Struggle to get R8000 deposit back. Contacted Charlene in November to arrange for deposit to be refunded in January. She refused to commit to a date. Excuses like books for December only closed during first week of January. My daughter went to offices two weeks ago and was told they are very busy and cannot confirm when deposit will be refunded. I emailed Charlene daily this week. On Wednesday she contacted the owner of the property to request written confirmation that she can refund the deposit. In the same email Charlene admitted to the owner that she already received verbal permission. We confirmed with owner Charlene received written permission on Wednesday. Can see Charlene reads the emails but does not respond. We had the same bad service when my daughter had a complaint about the accommodation during the contract period. Complaint about dog poop outside the flat was ignored by Charlene. We contacted the owner ourselves to address the issue. Private Accommodation service and attitude the worst I have ever encountered.
