Each enquiry needs 21 days to be resolved

In September 2012 I submitted my tax return. I learned that there was a payment due to me.
However this credit amount was never deposited into my banking account.
I phoned the sars call centre and asked about this.
There wasn't any reason on the system why the payment were held back.
They would 'escalate' it so that the money could be released and paid out into my
Bank account. However, I had to wait 21 days before it can be resolved.
So I waited 21 days and phoned back. Still no answer. They simply couldnt see a reason why
the money is being held back. Again I was given a reference nr and had to phone back after 21 days.
Its now nearly 4 months later and every time I phone in I get another 21 days to phone back.
Frankly, I am getting a little worried. Please help!
