Shebeens in residentials areas

I, Victoria Williams is a home owner at 75 Charles Street, Newlands, Johannesburg. I have a serious concern as per the liquor license I would like to know if it states that a shebeen can be run in a residential area? The reasons for my question above is as follows: My home is right next door to a shebeen (73 Charles Street, Newlands, Johannesburg) and this place is really very disruptive to the community. Examples: Music played very loud till 02h00 in the morning, people unrinating in front of my property, people fighting, people playing very loud music from their cars in the middle of the night and people breaking bottle in the street. I have contacted the local police station (Sophiatown police station) on numerous occasions but to date nothing has been done about the place they just carry on like nothing is wrong and that what they are doing is wright. The police commisioner has even advised to contact the noise control we have contacted them but we had no joy all the noise control does is they put off the music and then 10minutes after they left the music just goes back on. The owner of the shebeen does not even life at the property where the shebeen is.
