Refund on wrong warrants issued

I was forced to pay traffic fines warrants by the department officials and later i was promised that i will be refunded but it never happened. I have communicated with number of people within the department head office, waterberg district office, the office of the premier and the ineffective presidential hotline. I feel I am being unfairly treated by the department and they seem not to care. This whole thing started since November 2011 and so far i have not received any communication after they promised to give me feedback after 60 working days.
