BIS charged for almost a year after upgrade

I have, on numerous occasions communicated with 8ta complaints department and Head office in writing as well as over the phone, requesting them to cancel the BIS as I have a Samsung and every month I get promised it will be done and I will be refunded just to see NO CREDIT on my account the next month and the BIS debit going through again. I do not know who to ask anymore as it seems that nobody wants to take the responsibility to assist. Only empty promises
