My letters are delivered late every time

I went to pay my traffic fine on Tuesday this week, to my surprise I had already forfeited my discount. The ticket was delivered to me on monday last week and collected on saturday hardly a month I pay but traffic department refused to give discounts and I had to pay because post office is negligent. Lat two monthse same thing happened and traffic department clear the debt completely. This looks like a new trend
