7-8 year waiting list hip replacement operations

I was informed by the hip replacement surgeon that I would have to wait 7-8 years to have my hip replacement operation because they are being FORCED to take patients from other provinces where the health department doesn't exist (Eastern Cape) and/or don't have the capacity. We have the surgeons, the budgets, the theatres, the prosthesis! Is this because the DA want votes from these provinces - WHAT OTHER REASON IS THERE.
