Department of Education
Policy on Improved Qualifications

I received my UNISA degree in April 2013 and applied for the bonus based on Resolution 1 of 2012 - recognition of improved qualification, which is effective 1 Jan 2013. My application was denied as the Department of Education uses the date of your last exam (mine written in Nov 2012) instead of the date that you actually graduated and received your certificate. Therefore I don't qualifiy as Nov 2012 is before the resolution came into effect.

With schools I can understand that you use the date of the last exam, but surely with a tertiary institution you should use the date of graduation and the date on the certificate? A person doesn't qualify with your last exam - your marks haven't even been given and doesn't all companies require a certificate?

I have spoken to SAQA, Rhodes and other tertiary institutions and according to them all you should use the date of graduation NOT the date of your last exam, but the Dept has their own law!

Based on their decision I am denied my bonus, even though I should qualify if they use the date on my certificate. My hard work for 4 years was therefore for nothing and is not being acknowledge because of them using the wrong date!
