Is HTH doing us down

I find it very strange that I cannot get 9kg. of washing powder into an 11kg bucket of HTH.
When you purchase the big bucket, it says you are getting 10kg. of HTH 1 extra KG = 11KG. but I am now buying 9 kg. of automatic washing powder and it does not go into the bucket which supposedly holds 11kg of HTH - can someone please explain. Thank you
