Another parcel missing

I am awaiting a parcel from USA. It was mailed to me on 12/10/2012. It is now missing and the Post Office has no record of it. The person that send it, says it should be here. Another parcel send after that one was received in November already.

How is it possible for these things to go missing? We have tracking numbers to follow their movement?
