SCAMRAL (Sanral) AT IT AGAIN

I know it's the responsibility of S.A. citizens to protect personal data despite the Protection of Personal Information Act (Popi), which appears totally ineffective. Social networking platforms operating under US law with worldwide audiences data uploads are not subject to Popi. Facebook promises privacy, but there's no guarantee this happens.
On the Internet I ensure all 'Cookies' are disabled and don't allow saving of login names or passwords.
How is this for a "SCAMRAL" email received?
WHERE DID THEY GET MY EMAIL ADDRESS FROM ...???
Never bought an eTag, registered, been contacted or used any Joburg tolled highways.
