Stinking attitude

I send the first complaint on the 14 Jan 2014 and i still didn't get any response, sabc tv lisence and shabir shaik are still sending me sms's that l owe tv licence for the following ref numbers.
1. 251221289
2. 118859958

And everytime i call i 've been send to sabc and sabc sends me to them. What the must i do???
