Charged incorrectly --not resolved in the TAT

GOOD DAY

ive been waiting close to a month for my VPC dispute to be resolved.

My query is.
Ive registered on 3/12/2013 directly on your website and was notified that it takes 7/10 working days for delivery.
After I've received no communication on delivery I've called your call centre on 17/12/2013 to ask how far is my e tag and they said that I rather go and collect it instead of waiting as I did on 18/12/2013.

For my surprise I was billed at the full rate instead of the discounted rate in a mean time while I was waiting for 7/10 working days for you to deliver me e tag?

Kindly note that I HAVE registered on the 3 of December 2013 and am demanding my discount from the 3 of December 2013
